• With the fix from JR62081, if there is no value in
  CB_PrimaryQueue, which is documented as a valid configuration
  for a case, you can no longer deploy a security configuration.

Local fix

• Add the CB_PrimaryQueue attribute back onto the role b\by using
  IBM FileNet Process Designer:
  - Opening the solution.
  - Select the role that doesn't have the CB_PrimaryQueue
  attribute.
  - Configure a value for the CB_PrimaryQueue attribute with the
  name of a work queue, which is typically the name of a work
  queue that corresponds to the name of the role.
