JR57709: Cannot switch tabs quickly within the Management Center tools

Error description

• In Management Center, when you navigate fast in horizontal tab,
  the page is not rendered properly.
  For example,
  1. Login to Management center
  2. Click on Promotions / Catalog
  3. Choose one promotion.
  4. Click one tab of this promotion
  5. Switch to another promotion tab quickly.
  
  The browser might throw the following exception:

Problem conclusion

• The logic that destroys and recreates the CKEditor has been
  modified to ensure that the CKEditor is initialized before it is
   destroyed.
