Error description
When a contract is created/updated/deleted for a shopper, the shopper encounters an error when trying to access the top navigation. This issue occurs because when the contract was uploaded, the store page uses an invalid contract id to call REST services. The error disappears when the servers are restarted.

Updated logic: 1. When a contract is created, updated, or removed the store header cache is invalidated. 2. When the store retrieves the current contract, the contract is validated against the database to ensure that the BCS cache is refreshed.
