• When the dateTime XML string inputted fewer than three digits,
  the business object wrongly parses this value. For example, if
  the million seconds part is .6, according to the ISO8601 it
  should be 6/10 of one second or .600 for million seconds.
  However, the business object wrongly considers as .006 million
