Error description
The inventory filter is ignored in the "Recommend Catalog Entry" action if the inventory filter is used with other filters. When you add an inventory filter into a marketing activity, the inventory filter is passed in along with other filters in a single fq parameter. For example: &fq=(parentCatgroup_id_search:"10001_10003" AND inv_strlocqty_10001_10021:{0 TO *}) As a result, Product recommendation activities with inventory filters do not work. For example, shoppers might be recommended products that are out of stock.

Problem conclusion
For inventory filters to be routed properly to the inventory index, the filter needs to be passed in their own "fq" parameter. The inventory filter has been moved into a separate "fq" parameter.
