JR53401: Improve SolrReplication transfer rate

Error description

• The transfer rate of Solr Replication is kept at approximate 0.5
  GB per minute.  This is due to a hardcoded packet size limit
  (1K) in Solr.

• Other file transfer mechanism such as FTP

Problem conclusion

• This code fix is to add in a configuration that helps boosting
  the replication throughput of the search index from
  SolrReplication.
  
  packetSizeMB - determines the size of each packet to be used for
   replication. The higher this value, the faster the overall byte
   transfer rate on top of the cost of higher heap memory
  utilization. To enable, add packetSizeMB to the parameter list
  of the slave replication section in solrconfig.xml file.
