Error description
When leveraging the Catalog Upload tool in Management center to upload category/catalog entry changes using a CSV file (ex. toggling published flag to unpublished, etc.), if the file is loaded again, the new SEO URL keywords for affected catalog categories are unnecessarily regenerated.

USERS AFFECTED: WebSphere Commerce users on v7.0 using Catalog Upload and SEO URLs. PROBLEM ABSTRACT: New SEO URL keywords are generated when using Catalog Upload for updates. BUSINESS IMPACT: Links previously referenced for categories may no longer work correctly after multiple consecutive data load updates since new SEO URL keywords are generated. RECOMMENDATION:
Problem conclusion
With this fix, uploading the same catalog group multiple times in Management Center will not cause the SEO URL keywords to be updated in the database.
