Error description
Guest shoppers are able to apply a unique promotion code immediately after another guest shopper applies the same code to their order. Release timeout configuration parameter for unique promotion code, WaitingPeriodForUniqueCodeRelease, in the feature pack promotion component configuration file wc-admin-component should have had a default value of 1440, but is set to 0.
Local fix
Manually change the "WaitingPeriodForUniqueCodeRelease" value back to 1440 (from 0).

USERS AFFECTED: All WebSphere Commerce users who take advantage of unique promotion codes and support guest shoppers. PROBLEM ABSTRACT: Unique promotion codes can be added to orders by multiple guest shoppers. BUSINESS IMPACT: The promotion code can successfully be added to a second order, causing shopper confusion later in the shopping flow. RECOMMENDATION:
Problem conclusion
The "WaitingPeriodForUniqueCodeRelease" value was incorrectly set to 0 (instead of 1440) as part of APAR JR52511. The original default value of 1440 was restored for the "WaitingPeriodForUniqueCodeRelease" configuration parameter in the feature pack promotion component configuration.
