Error description

• When there is no description available in one or more of the
  store's languages, the Commerce Management Center Catalogs tool
  will implicitly create one and set the "Display to customers"
  (published) flag to 1 for that language by default, even though
  there is no description set.

Problem summary

• USERS AFFECTED:
  WebSphere Commerce V7 users that did not
  populate a description for all languages supported by a store.
  PROBLEM ABSTRACT:
  CMC defaults the "Display to customers" flag
  to true when the description for a language does not exist in
  the database.
  
  BUSINESS IMPACT:
  Business users may see the
  "Display to customers" box checked even though the published
  flag is not set in the DB.  This can be misleading.
  

Problem conclusion

• The Catalogs tool is updated to check for the existence of the
  description in the database to ensure the "Display to customers"
  is set accordingly.
