Problem conclusion

• To get preview timestamp to get future contract, the flow is:
  Search server send BCS call to WC server-->WC
  server(UserContextHandler) get activity token from cookie,
  entitlementContext will use that activity token to get
  previewContext to get eligible contract. Here, for generic user,
  there is no context information saved, so no need to start
  request, but for non-generic user, need to start request to
  populate context information into thread cache.
  This APAR call
  BCS start request then EntitlementContext could get activity
  token.
