  An entry is not created in the CATENTDSCOVR table when

  unable to override fields 1, 2 or 3 without also overriding name
  or description
  
  RECOMMENDATION:
  

Problem conclusion

• A check is added to determine whether custom fields are provided
  in the request.  If they provided, override will be created,
  regardless of any other change.
