Error description

• After deleting a category that is included in a promotion, the
  promotion still gets applied to products that were linked to
  that category.

   WebSphere Commerce v7 users who use category level promotions
  
   PROBLEM ABSTRACT:
   Category level promotions are still being applied even though
  the targeted categories have been marked for delete.
  
   BUSINESS IMPACT:
   Promotion is incorrectly applied to products
  
   RECOMMENDATION:
  

Problem conclusion

• During the traversal process up the hierarchical catalog group
  tree structure, only continue the search in a recursive fashion
  if the category node 1) has not been already visited and 2) also
   is not marked for delete in CATGROUP table (i.e. stop the
  search process when a catalog group node is encountered that is
  marked for delete).
