  can be loaded with special characters

• USERS AFFECTED:
   WebSphere Commerce v7.0 administrator loading customers data
  into database using dataload utility.
  
   PROBLEM ABSTRACT:
   Data Load of Person data fails when special characters are
  included in the logonId
  
   BUSINESS IMPACT:
   Delays the data to load when special character like + is
  appended to valid email address
