Error description

• The StagingProp utility operates in 2 stages:
  1) Consolidation
   2) Propagation
  
   The consolidation stage ensures that the content of the STAGLOG
  table which contains information about data to be propagated is
  in consolidated (or optimal) state before the utility moves on
  to the propagation stage.
  
   Previously, if errors were to occur in the Propagation stage
  and subsequent invocation was required (after resolving any
  issues), the utility would re-perform the consolidation stage.
  Re-performing the consolidation stage would have no effect on
  the state of the STAGLOG table since it would already be in a
  consolidated (or optimal state) from the previous invocation.
  
   With this change, the utility performs the consolidation stage
  only if necessary.

• Introduced marker or indicator record in STAGLOG table to
  provide information about last "observed" record in a
  StagingProp invocation. The StagingProp utility uses this
  indicator record on subsequent invocations to determine whether
  to perform consolidation.
