Error description

• In Heritage coach, when numerical control without any format is
  used in an locale that uses a comma (,), as the decimal sign,
  the decimal sign is replaced by a period (.).
  
  With JR48915 installed, if you choose language preferences as
  "Portugeues Brasil", and use integer or decimal control without
  any format specified on the control, the "." and "," are
  interchanged when displaying the value, e.g., "1234" would be
  displayed as "1,234".  This error will not occur if any format
  is defined on the numerical controls when running with JR48915
  or in an env without JR48915.
  

Local fix

• Use a different locale or specify a format on the numerical
  field.
  

Problem summary

• When a locale uses a comma (,) instead of a period (.) as the
  decimal sign and there is no format string specified for the
  numerical data field,
  the decimal value is multiplied by 1000; that is, the decimal is
  replaced with a period (.), which is the thousand separator
  sign.
  

Problem conclusion

• A fix is available that uses a proper dojo function to handle
  this scenario.
