Error description

• When you enable FEP7 foundation feature in a federated
  environment, the enablement might fail with the following error
  message:

   Would not be able to enable FEP7 foundation feature in a
  federated environment

Problem conclusion

• In a clustered environment, WAS deployment manager seems to have
   trouble determining the node name where a request is coming
  from.
   This fix is to bypass the problem by providing the node name
  explicitly in the request.
   With the fix, the enablement of the foundation feature will
  work in a clustered environment.
