JR49310: TI_APGROUP.CATPATHS is not constructed properly during delta preprocess

Error description

• For products that exist under more than one catgroup, for
  example:
  
                                Catgroup A
                   |
         Catgroup B
         /
       Catgroup C            Catgroup D
              |                                  |
       Product X                Product  X
  
   When a delta preprocess runs, loop detection code will
  incorrectly detect a cycle when navigating the second branch.
  This will cause the TI_APGROUP.CATPATHs field to not be fully
  populated.

   Users using deep category sequencing and delta updates
  
   PROBLEM ABSTRACT:
   TI_APGROUP.CATPATHS is not constructed properly during delta
  preprocess
  
   BUSINESS IMPACT:
   deep category sequencing could not work for products updated by
  delta preprocess/buildindex.

• This APAR updates loop detection logic to allow for products
  existing under more than one category
