Error description

• The SendMarketingTriggers jobs fails with transaction timeouts
  against the DMRANKINGSTAT table. Looking into the logs the
  function causing the timeout is the
  CleanupRankingPolicyCmdImpl. The CleanupRankingPolicyCmdImpl
  function runs a delete statement on the DMRANKINGSTAT table.
  This delete statement is holding onto a lot of locks which
  causes the timeout.
