Error description

• When invalidating certain marketing object cache entries such as
  DM_BHVRLOAD via the DIALOG_MARKETING dependency ID, performance
   issues may arise when the behavior rule content is reloaded.
  
  When the behavior rules are reloaded, a query is done to fetch
  active activities with an associated behavior rule.  In the
  logic, behavior rules with action="" would be ignored as these
  are for Current Page targets and therefore an entry does not
  need to be added to the cache.
  
  When propagating marketing content very frequently to the
  production server (with the stagingprop utility) and there are a
  large number of activities with Current Page targets, after
  clearing the aforementioned cache entries for behavior rules,
  the existing logic would query all activities with behavior
  rules, which may create a brief slowdown on the server for this
  initial request.
