Error description

• Use local copy of work manager information, so the DMGR does not
  need to be active to retrieve it.
  

Local fix

• Start the DMGR before starting the server.
  

Problem summary

• USERS AFFECTED:
   Users that do not have the DMGR active when the scheduler
  starts as a part of the Commerce startup procedure.
  
   PROBLEM ABSTRACT:
   Use local WAS repository copy of work manager information, so
  the DMGR does not need to be active to retrieve it.
  
   BUSINESS IMPACT:
   Consistency of logic used during application startup and
  runtime.
  
   RECOMMENDATION:
  

Problem conclusion

• Connect to local WAS node for the scheduler work managers
  configuration instead of querying DMGR, which is not necessary.
