  When loading XMLpack operators for Java enumerations, the code
  performed a String.toUpperCase on the value found in the
  operator descriptor XML file. The bug is that
  String.toUpperCase() returns a default locale based result, and
  in Turkish, uppercase of "i" is not "I", but "I" with a dot on
  top of it. The fix is to add a Locale.US argument to
  String.toUpperCase to avoid unexpected translation.

Problem summary

• In the XML stage, on a machine where the default locale is
  Turkish, jobs fail with an ?XML Connector cannot instantiate
  operator? message.
