JR45894: CMVC 227086 - Allow the context root value to be blank when configuring SEO URLs

APAR status

• Closed as program error.

Error description

• When configuring the context-root-value parameter in
  wc-server.xml to "/", the SEO URL contains double slashes.
  example of URL:
  
  http://hostname//en/category/
  
  The redirect with double slashes cause 404 page not found error

Problem summary

• USERS AFFECTED:
  User who are configuring SEO URLs and want to have blank Context
  root value.
  
  PROBLEM ABSTRACT:
  Allow the context root value to be blank when configuring SEO
  URLs
  
  BUSINESS IMPACT:
  Currently it is not possible to setup SEO URLs with a blank
  context. The impact is minimal as the workaround is to have a
  Context value specified to use SEO URLs

• Code is fixed to allow blank context root in SEO URLs.
