Error description

• If there are errors or exceptions reading a flex flow
  configuration, the entry is still added to the cache with a null
  value. From then on, all requests will get the cached null value
  that defaults to false

  PROBLEM ABSTRACT:
  When there are errors reading the flex flow configuration,
  entries are cached with null value
  
  BUSINESS IMPACT:
  JSP pages might choose an incorrect flow, leading to errors and
  broken pages
  
  RECOMMENDATION:
  

Problem conclusion

• If there are errors reading the Flex Flow configuration from the
  database, the configuration will not be cached. This fix also
  enhances the logging of error conditions for Flex Flow to help
  determine the cause of the error.
