Error description

• When loading a descriptive attribute with allowed value to a
  catalog entry using the
  CatalogEntryAttributeDictionaryAttributeRelationship load item,
  an option is needed to automatically initialize the allowed
  value if it does not already exist.

  Business users loading product attributes into the attribute
  dictionary and associating them to a product.
  
  PROBLEM ABSTRACT:
  When loading a descriptive attribute with allowed value to a
  catalog entry using the
  CatalogEntryAttributeDictionaryAttributeRelationship load item,
  there is no way to automatically initialize the allowed value if
  it does not exist.
  
  BUSINESS IMPACT:
  Additional steps are required to initialize an attribute allowed
  value for a catalog entry.
  
  RECOMMENDATION:
  

Problem conclusion

• Added support to the dataload mediator to automatically
  initialize an allowed value if initAttribute property is set to
  "true".
