Error description
For z/OS source with codepage 420 going to Windows target with codepage 864, the converted data applied at target does not match the conversion from DB2 load. The reason is that QAPPLY used ICU to convert data from 420 > Unicode > 864. ICU does not use same conversion tables as DB2. Customers expect the same result of converted data as obtained by DB2 load. Hence, custom 864 convertor has been provided by ICU. QAPPLY code will use this custom convertor if it is installed, to use for conversion from codepage 420 > 864.
Local fix
Problem summary
QAPPLY uses ICU to convert from source codepage > Unicode > 864; ICU has a custom convertor for 864 such that codepage conversion results will be consistent with DB2 conversion tables.
Problem conclusion
For QAPPLY codepage conversion (via ICU) results to be consistent with DB2, customers can use custom convertor named "ibm-864_X120-2012"
