Error description
EPV values don't take effect properly through the Manage EPV screen of the Process Admin Console. After "Effective Date" is reached, value reverts back to some seemingly random previous value. If you try to do yet-another "New" value, once you press "OK", the value changes from that seemingly random previous value to the value it *was* supposed to be -- but only until the New "Effective Date" is reached, whereupon the value reverts back to that same seemingly random previous value.

Problem conclusion
