If choose "Migrate old instance" when create the deployment package, once the snapshot is installed, some PGs will be blank, all user/group info is missing.

This causes the participant groups for the migrated instances to be empty sometimes.
Problem conclusion
The participant group synchonization logic has been fixed to copy participants from installation package only when it is not empty. This is available as an interim fix in fix central and pre requisites JR42232.
