Error description

• If choose "Migrate old instance" when create the deployment
  package, once the snapshot is installed, some PGs will be blank,
  all user/group info is missing.

  * PROBLEM DESCRIPTION: After migrating process instances,      *
  *                      some of the participant groups might    *
  *                      show up empty or with inconsistent      *
  *                      mapping.                                *

  The participant group synchonization logic copies participants
  from installation package irrespective of the mapping is empty
  or not. This causes the participant groups for the migrated
  instances to be empty sometimes.
  

Problem conclusion

• The participant group synchonization logic has been fixed to
  copy participants from installation package only when it is
  not empty.
  
  This is available as an interim fix in fix central and pre
  requisites JR42232.
