Local fix

Problem summary

• BAPI stage fails to create the log folder on Windows with error
  "Permission denied".
  

Problem conclusion

•  For the log folder location (e.g.
  C:\IBM\InformationServer\Server\DSSAPConnections\ConnSAP1\BAPIs\
  Loads\USER.GetList)
   the stage tries to create all the parent folders. The error
  occured on this particular system when trying to "mkdir C:"
   Since the command was not necessary we have removed it. Also if
  an error does occur, the job log will display the partial path
  where it happened, e.g.
   bapi_load..Pack_for_SAP_R_3___BAPI_0: Error creating directory
  C:\IBM\InformationServer\Server\DSSAPConnections\ConnSAP1\BAPIs\
  Loads (part of
  C:\IBM\InformationServer\Server\DSSAPConnections\ConnSAP1\BAPIs\
  Loads\USER.GetList\Export), errno(Permission denied)
