Error description

• When deleting some entities, such as products using data load or
  catalog upload, if the part number in the CSV file doesn't exist
  in the database, an error will be returned.  What is needed is a
  way to ignore these cases as a different class of error, and
  consider them to be "soft" errors and allow processing to
  continue.

• USERS AFFECTED:
  WC users on V7 using data load.
  
  PROBLEM ABSTRACT:
  The data load utility flags errors that are not important, such
  as deletion of an entity that does not exist.
  
  BUSINESS IMPACT:
  The user needs to either run the data load or catalog upload
  with a higher error count and closely scrutinize the error log
  to determine if the errors are severe or they will need to
  repeatedly re-run the utility and remove the offending records
  from the input each time.
  
  RECOMMENDATION:
  

Problem conclusion

• A new configuration property can be specified to control the
  soft error handling of a deletion error.
  <_config:property name="actionOnError" value="1" />
  The default is 0.  A value of "1" will allow the utility to
  bypass deletion errors that occur when the record to be deleted
  does not exist.  This same property is used for both the
  dataload command line utility and the catalog upload feature.
