  After deploying a snapshot to a process server with the delete
  or migrate options, the new snapshot is made the default, but
  incoming requests still go to the previous default snapshot.
  The problem was because of missing cache flushes on
  DefaultMessageRoutingCache.
  

Problem conclusion

• The missing cache flushes were added.
  The fix is available in fix central.

  as a part of the JR42581 ifix package.
