Error description

• Part of the Quick Publish process performs "bookkeeping" on the
  Authoring environment database. SQL queries on the STAGLOG
  database table were written using the LOWER function and this
  can cause performance issues. If a Customer Segment was created
  in the workspace, this will result in queries in the STAGLOG
  table related to the mbrgrp and mbrgrpmbr tables. A
  configuration option has been introduced to remove the use of
  the LOWER function when running these queries.

Problem conclusion

• JR39925 introduced a configuration (lowerCaseStaglog) that can
  improve the performance time of STAGLOG database queries by
  allowing the removal of a LOWER function in the SQL query. This
  fix allows the lowerCaseStaglog configuration to affect queries
  related to Customer Segments that were created in the workspace
  (mbrgrp and mbrgrpmbr database tables).
