Error description

• If a Dialog Activity that sends a welcome email to the new
  registered customer is defined and the new user browses the
  store, adds something to the shopping cart and registers, then
  this newly registered user does not receive an email. The email
  is sent to the previously registered user.

• USERS AFFECTED:
  WebSphere Commerce users on V7 who use Dialog Activity for
  sending anemail to the new registered user
  
  PROBLEM ABSTRACT:
  Mail is sent to the wrong user when a dialog activity that sends
  an email to a user when he/she registers in the store is
  defined.
  
  BUSINESS IMPACT:
  Mails are sent to wrong user

Problem conclusion

• The personalization id is a value that identifies the shopper.
  This value is persisted in a browser cookie and is assigned to
  shoppers upon different actions (for example, when the shopper
  adds an item to the shopping cart or the shopper registers).
  
  WebSphere Commerce uses the personalization id for some of its
  processes (for example, to identify the user in a Marketing
  dialog activities).
  
  Whenever the personalizaiton id changes, Commerce needs to
  change the records that tracks the user (for example, in
  Marketing dialog activities). This migration process happens
  during steps such as user log in, but was missing during shopper
  registration.
  
  This fix adds the personalization id migration process during
  shopper registration.
