Error description

• In IBM WebSphere Commerce Management Center, an administrator
  with the Marketing Manager role in an extended site organization
  should be able to modify the default content associated to the
  e-Marketing Spot in the extended site store.
  
  The problem seen is that when the e-Marketing Spot is owned by
  the asset store, and the Marketing Manager opens the e-Marketing
  Spot editor in the extended site store, they are not able to
  modify the default content associated to the e-Marketing Spot
  for the extended site store.  This happens when the user has the
  Marketing Manager role in the extended site organization, but
  does not have the Marketing Manager role in the asset store
  organization.

Problem conclusion

• Access control policies were missing to allow a Marketing
  Manager to edit the default content of an e-Marketing Spot in an
  extended site when the e-Marketing Spot is owned by the asset
  store. This fix creates the required access control policies.The
  Management Center UI also requires an update to not disable the
  default content table associated with the extended site when the
  e-Marketing Spot is owned by the asset store.
