Error description

• In IBM WebSphere Commerce, if the locale of the operating system
  is set to something other then EN_US, the database migration
  will fail.
  

Local fix

Problem summary

• USERS AFFECTED:
  WebSphere Commerce users on v7.0 who want to migration database
  in a system with a locale set to something other then EN_US.
  
  PROBLEM ABSTRACT:
  Database migration will fail if the operating system locale is
  set to non US_en in WebSphere Commerce
  
  BUSINESS IMPACT:
  The WebSphere Commerce user will fail to migrate the database.
  
  RECOMMENDATION:
  

Problem conclusion

• The root cause of the problem is that the original design will
  attempt to verify the user input value "Yes" is equal to "Yes"
  of the locale language, if not, the check with fail.
  For example, in a Chinese locale, the migration script will
  check the user input value "Yes" is equal to "ú" and then
  fails..
  
  The code change in the interim fix for this APAR is to change
  the check logic to ensure the user input value will always be
  passed regardless of what locale is set.
