JR34819: PERFORMANCE ISSUE WHEN GENERATING SQL AND DATA FILE IN THE IQBULK12 PLUGIN (MANUAL LOAD METHOD).

Error description

• Customer complains that performance of the IQBulk12 plugin is 10
  times slower than the sequential file stage when generating
  files (sql+data files in manual load method).
  

Local fix

• Use the sequential file to generate the data file and the
  IQBulk12 plugin to generate the SQL file.

Problem conclusion

• Due to design of iqbulk12, it is taking a long time to generate
  the data file
  Modified and improved certain memeory handling within iqbulk12
  to marginally increase performance. Fix works only for windows
  platform.
