JR34625: REQUIRE ABILITY TO EXPORT/IMPORT "SHAREDNESS" OF METADATA

Error description

• Customers require ability to propogate metadata from development
  to test to production systems.  If in development, metadata has
  been designated as shared and then links are created in Business
  Glossary to the shared objects, the links will not be able to be
  carried forward to the other systems.  Users would have to
  recreate the links and in production, this customer doesnt allow
  client access to add to links.  Need ability to export/import
  the "sharedness" of the metadata
