APAR status

• Closed as program error.

Error description

• The plugins try to load the library which is non existent and
  hence fails. The library may be optional and therefore it is not
  a fatal error if the library is not found, the problem is
  LoadLibraryA() returns a NULL to indicate a failure but
  GetLastError() returns neither ERROR_MOD_NOT_FOUND nor
  ERROR_DLL_NOT_FOUND.  As a matter of fact, it returns 0, which
  is usually returned as a normal return code.
  
  The following message can be seen in the db2diag.log:
