Error description

• An ESQL/Cobol program which is syntactical correct may fail to
  precompile with SQL4912N error using the DB2 PREP command.
  
  Consider the follwing ESQL/Cobol program which should normally
  compile fine. However the precompile step may fail erronously on
  the first "PIC X(1)" clause.
