Error description

• Getting error "Exception occured in ResestData processXML():
  input string was not in correct format when opening the 'esimate
  resource' window.
  

Local fix

• Set regional setting to US/English on the client machine

Problem conclusion

• The problem with XML parsing has to do with the local setting
  and the data values.   The local is set to fr_FR however the
  numeric data values stored in the XML file for decimals and
  doubles are in the English locale (the decimal point is used as
  the fractional delimiter i.e. 123.45). This can be worked
  around by setting the UI thread locale to French and the non-UI
  locale to English, however, this will result in decimal values
   being shown using the decimal point as the fractional separator
  and not the comma as might be expected.   This is currently a
  limitation of the tool.

  will build a new library containing the fix discussed above
  which will allow the tools to operate and not experience the
  XMLparsing exception.
