Error description

• PROBLEM DESCRIPTION:
  
  Warehousing of large STH files is slow. Performance may be
  impacted if there is large backload after an outage.
  
  STH upload is slow because the file is read from start on
  redrive. Code needs to remember where it was in the file before
  to avoid re-reading the same data all the data.

Problem summary

• Warehousing of short term history files is inefficient for large
  files
  
  
  Warehousing of large short term history files is slow.
  Performance may be impacted if there is a large backlog after an
  outage.
  
  The short term history file upload is slow for large files
  because the file is read from the start rather than where it was
  in the file prior to the outage. This avoids reading the same
  exported rows multiple times in the short term history file.
  

Problem conclusion

• Short term history file processing was changed to remember the
  last record processed when redriving an export from the previous
  set number of rows exported.
