IZ98617: KOREAN WITHIN CONDITION EXPRESSION DOESN'T WORK WITH EN BASELANG

Error description

• Environment : Base Service 7.1.1.7 w/ AIX 5.3
  
  Tested on BS 7117 w/ windows
  
  Steps to replicate:
  1. install maximo database with EN baselanguage, add KO for
  second language
  2. login to maximo
  3. go to conditional expression manager
  4. click new row/ insert value below/ save
  type : expression
  Expression : :description='XXX' < XXX is in Korean/tested for
  workorder object
  5. Apply this condition on security group
  ex) select MAXADMIN group, from application tab search for
  work order tracking, apply the condition for new work order
  access
  6. log out and log in again
  7. you will see new button is disabled for all records even it
  fit to the condition
  
  ** This happens to every where a condtion expression used like
  security group, workflow, application designer and etc.
  

Local fix

• NA / Please take a high prioirty on this.
  Customer need will be opened next Monday and would like to get
  a status update during weekend
