Error description

• Browsing the messages on the local queue causing multiple
  duplicate copies of the same message on the BACKOUT queue
  without removing original message from the real queue

  PROBLEM SUMMARY:
  Browse/Get queue operation actually gets the message from the
  queue but does not remove this message from the queue. XMS
  checks for the BOTHRESH value for the browsed messages and
  execute the poison message handling logic for the same, which
  results in the problem of having multiple duplicate copies of
  the same message on the BACKOUT queue without removing original
  message from the real queue
  

Problem conclusion

• Poison message handling logic is modified so that the message
  browse operation will not perform the poison message handling.
  Message browse operation will not move message to the BOQUEUE
  even if BOTHRESH value for the message is reached.
