In rare instances, a PV can get in a locked state, and the following error may occur when tring to create a VG: > mkvg -y testvg hdisk12 0516-1400 mkvg: The device hdisk12, is locked by another process. 0516-862 mkvg: Unable to create volume group.

Problem conclusion
Fix code in liblvm.a that checks if a lock is invalid, and overrides it.
