  Abstract: The new operation logs (MSG_MODE=kms) are garbled in
  Japanese environment (LANG=Ja_JP)
  
  Environment:
  ITM 6.2.1 on AIX
  
  Problem Description:
  When "MSG_MODE=kms" is set in kbbenv.ini and
  <hostname>_ms_<TEMS>.config,
  $CANDLEHOME/itmLogs/itmc_<hostname>_kms.log are garbled in
  Japanese environment (LANG=Ja_JP).
  
  Detailed Recreation Procedure:
  1. Install language pack to ITM 6.2.1
  2. Add "MSG_MODE=kms" in $CANDLEHOME/config/kbbenv.ini and
  <hostname>_ms_<TEMS>.config
  3. Set LANG=Ja_JP in environmental variables
  4. Recycle TEMS
  5. See $CANDLEHOME/itmLogs/itmc_<hostname>_kms.log
  6. Almost all messages in the operational log are
  garbled(mojibake)

Local fix

• - Set LANG=C in starting TEMS like as follow;
       # LANG=C ./itmcmd server start <TEMS>
  
    - Overwrite $CANDLEHOME/rb/ascii-big/KMSMSENU_ja with
  KMSMSENU_en.res as follow;
       # mv $CANDLEHOME/rb/ascii-big/KMSMSENU_en
  $CANDLEHOME/rb/ascii-big/KMSMSENU_ja
