IZ34145: YOU ARE ABLE TO CHANGE THE ORDER QUANTITY ON A PO TO LESS THAN AN ALREADY RECEIVED QUANTITY

Error description

• Steps to reproduce
  
  Create a PO with one MATERIAL line with quantituy of 10.
  Approve the PO.
  Go to Receiving app, receive a quantity of 8 and save
  the record.
  Go to Purchase app bring up the PO and change the status to
  wappr.
  Adjust the POline Order Quantity to 6 approve the PO.
  
  That is the issue it allows you to change the PO order quantity
  to less than what has already been received.

  *                      6.Maximo should throw an error message  *
  *                      saying  You cannot change the order     *
  *                      quantity to less than the received      *
  *                      quantity .  It does NOT show this       *
  *                      message in Maximo 7.1.  It does show    *
  *                      this message in Maximo 6.2.2.           *
