Error description
MEA: when creating enterprise services in a cluster environment, the Maximo cluster member that created the enterprise service can use the service, but other cluster members can not due to cache not propogating the information to all cluster member instances of Maximo. Although a restart resolves this issue, with hundreds of developers working on Maximo, a restart is not feesable.
