Error description
MQ command server reporting MQRC_HANDLE_NOT_AVAILABLE (2017) indicating a handle leak within the amqpcsea process. The command server would typically have written a significant number of messages to the dead letter queue before this error is raised.

Problem summary
**************************************************************** USERS AFFECTED: Users sending badly formed PCF requests to the command server. Platforms affected: All Distributed (iSeries, all Unix and Windows) **************************************************************** PROBLEM SUMMARY: The command server attempts to open the ReplyToQ identified in the input PCF message before validating the PCF message. If the PCF message is of the wrong message type (i.e. not a request message) then the ReplyToQ is not closed correctly leading to the command server leaking queue handles.
Problem conclusion
