Local fix

• Stop the server and delete the files corresponds to webservice
  application manually or using scripts
  

Problem summary

• WSGEN holds the file descriptor of the WSDL file created by it
  and releases only after the WSGEN tool shutdown.In WAS
  environment when WSGEN is invoked programmatically it will not
  release the file descriptor even after WSDL generation is
  complete which  will not allow the application to be removed by
  the user.
  

Problem conclusion

• The JDK code has been modified to release the file descriptor
  after WSDL generation
  .
