Error description

Local fix
Reboot the system.
Problem summary
When a terminal is closed(i.e. disconnect a connection of the terminal) during diag execution to fcs, fcs remains in Diagnose state. The child device of fcs should be recovered by re-configuring like rmdev/cfgmgr, however, the status cannot become Available unless system reboot.
Problem conclusion
Modified the code to fix this problem.
