Local fix

Problem summary

• The client sends http authorization header encoded in EBCDIC
  format from zOS client.  JAX-WS expects communication to be in
  UTF-8. So it is required to convert this into UTF-8.
  

Problem conclusion

• JDK has been updated to read bytes in UTF-8 format.
